About this opportunity
The West Virginia Department of Environmental Protection, Office of Abandoned Mine Lands and Reclamation, is requesting qualifications and bids for comprehensive remediation of the Brushy Meadow Creek Highwall B abandoned mine site in Nicholas County, with qualifications due September 21, 2026 and a mandatory pre-bid meeting on September 2, 2026 at 10:00 a.m. on-site. This is a two-stage procurement: an ARFQ (Advanced Request for Qualifications) phase to establish a qualified bidders list, followed by a competitive IFB or RFP. Addendum 1, issued August 26, 2026, attached project plans; vendors must acknowledge receipt of all addenda with their submissions or face disqualification.
The scope encompasses site mobilization/demobilization, construction layout, quality control, site preparation, erosion and sediment control (super silt fence and rock check dams), stabilized construction entrance, revegetation across 51 acres, and drainage infrastructure including fabric form channels, vegetated channels, 12-inch PVC underdrains and conveyance pipe, level spreaders, and unclassified excavation totaling 601,042 cubic yards. The project spans approximately 55,500 linear feet along the baseline with five primary channels and associated sub-channels, involving approximately 18,605 cubic yards of embankment and 33,702 cubic yards of excavation. Detailed cross-sections, profile sheets, erosion control plans, and planting plans (55 total plan sheets) establish construction standards and site-specific requirements.
Pricing must be submitted electronically through wvOASIS VSS at www.wvOASIS.gov as lump-sum amounts for mobilization/demobilization (capped at 5% of total bid), construction layout (5%), and quality control (3%), with unit prices for remaining line items. Technical questions are due September 10, 2026. Bids close September 21, 2026 at 10:30 a.m. Contact April D. O'Dell, buyer, at (304) 414-1145 or april.d.odell@wv.gov.
