About this opportunity
The Aging and Long Term Services Department (ALTSD) of New Mexico is inviting senior centers to apply for 2028 capital outlay funding for meal-delivery, passenger, accessible, or specialized vehicles necessary for senior-center operations, with applications due October 30, 2026.
This is a reimbursement-based grant program, not a traditional procurement. Applicants must demonstrate financial capacity to fund vehicle and equipment purchases upfront and submit reimbursement requests with supporting documentation to the state. The fiscal agent administering each project must certify willingness and ability to manage the initiative in accordance with applicable procurement, fiscal, reporting, and reimbursement requirements, and must assume full responsibility for the requested amount subject to the grant agreement and available appropriation authority.
Eligible applicants are senior centers. Each application requires completion of three worksheets: a Certification Letter signed by the fiscal agent, a Scope of Work and Deliverables Schedule Worksheet identifying specific tasks, deliverables, responsible parties, start and end dates, and estimated costs with established milestones and completion timelines, and a Project Budget and Funding Sources Worksheet detailing line-item budgeting across up to ten budget categories and identifying all financing mechanisms (capital outlay requested, local government or fiscal-agent funds, tribal funds, state funds, federal funds, and grant or donor funds). Applicants must certify that all funding sources are identified, that total funding equals total project budget, and must disclose any remaining funding gap with expected source and availability date.
The application package supports planning and design applications and other project types. Applicants complete one set of worksheets per project or phase and must identify the senior center facility name, fiscal agent, application type, project title, amount requested, total project cost, project location, and corresponding Integrated Capital Improvement Plan (ICIP) project title with priority and fiscal year designation.
