About this opportunity

The Central Florida Tourism Oversight District is seeking a contractor to provide comprehensive alarm system monitoring services for its infrastructure, with a solicitation issued on August 29, 2025, and proposals due by September 18, 2025. The procurement covers continuous, 24/7/365 monitoring of fire alarm systems using either cellular, mesh network, or traditional telephone line service technologies. Specific service requirements include daily system tests, real-time notifications to designated personnel, and prompt response procedures for alarm activations, all of which must comply with NFPA 72, 2022 edition standards. Contractor qualifications are stringent, mandating a minimum of three years of fire alarm monitoring experience, UL Certification for Central Station Monitoring, and NICET Certification Level III in Fire Alarm Systems. Individual technicians must also possess Burglar and Fire Alarm System Agent credentials. The solicitation documents are available through the PlanetBids Vendor Portal, and the monitoring services will cover the entire infrastructure of the District, requiring a Listed Central Monitoring Station to administer off-site monitoring and implement comprehensive life safety system protocols.

While no specific set-aside designations are explicitly detailed, the solicitation suggests a preference for local vendors, veteran small businesses, and opportunity zone businesses. The procurement encourages vendor diversity and transparency through the PlanetBids electronic bidding platform, which requires registration for full participation. No incumbent vendor information is provided in the available documentation. The solicitation does not specify a precise budget range or contract value, but the comprehensive monitoring requirements suggest a substantive contract with potential multi-year implications. Vendors will need to demonstrate significant technical capabilities, including the ability to provide immediate notification of all system signals via text message or email, implement robust escalation procedures, and maintain continuous communication pathways for emergency response. The contract appears designed to ensure comprehensive safety infrastructure monitoring for the Central Florida Tourism Oversight District's facilities.
