About this opportunity
County of Orange, John Wayne Airport is requesting qualifications for Airport IT Systems Design Services to establish a Qualified Vendor List under an as-needed contracting model, with responses due August 4, 2026 and a question period closing July 21. A 25% Small Business Enterprise participation goal applies throughout the contract term, with Good Faith Effort documentation required if not achieved on individual task orders. Contractors performing on federally funded projects must comply with Disadvantaged Business Enterprise requirements under 49 CFR Part 26, and DBE firms listed in proposals must be California Unified Certification Program certified.
The scope encompasses IT systems assessments, evaluations, design, implementation, testing, commissioning, and construction administration for airport capital projects, including enterprise design, datacenter infrastructure, cybersecurity, database development, network architecture, GIS implementation, application development, and operational technology systems. Minimum qualifications include three years of business operations in California, five years of experience on airport-related projects, and relevant certifications such as CISSP, CISM, CCIE, PMP, or RCDD. Respondents must maintain a local project team within Orange County capable of providing core services with emergency-response availability within two hours.
The three-year contract term covers anticipated projects spanning fiscal years 2025–2026 and 2030–2031, with individual project costs ranging from $190,000 to $73.693 billion. No single contract value ceiling is specified; compensation uses a fee schedule, with amounts exceeding $200,000 or increasing contract price by more than 25% requiring Board of Supervisors approval. Awards may derive from Federal Aviation Administration grants, triggering Title 2 CFR Part 200 and 49 CFR Parts 23 and 26 compliance obligations, Davis-Bacon requirements, and civil rights provisions. The County reserves the right to make multiple awards and may negotiate final contracts with selected QVL firms.
Evaluation spans five criteria totaling 1,000 points: qualifications and technical expertise (400 points), key personnel and staffing (175 points), availability to perform (250 points), SOQ organization and completeness (150 points), and County Model Contract compliance (25 points). Responses must not exceed 30 single-sided pages and must remain valid for 365 days from closing. Respondents submitting exceptions to the County Model Contract receive zero points for that criterion.
