Airport IT Systems Design Services RFQ Summary
This is a Request for Qualifications (RFQ) issued by the County of Orange, John Wayne Airport (JWA) to pre-qualify firms for Airport IT Systems Design Services on an as-needed basis. The solicitation seeks qualified vendors to provide supplemental professional services including IT systems assessments, evaluations, design, implementation, testing, commissioning, and construction administration for various airport projects. Services encompass enterprise design, datacenter infrastructure, cybersecurity, database development, network architecture, GIS implementation, application development, and operational technology systems across airport facilities. The RFQ was released on July 14, 2026, with a question period ending July 21, 2026 at 2:00 PM and a submission deadline of August 4, 2026 at 2:00 PM. Respondents must submit applications electronically through the County's eProcurement Portal with responses not exceeding 30 single-sided pages. The County intends to establish a Qualified Vendor List (QVL) of ranked firms from which it will select contractors for individual task orders as projects arise. Selected firms may enter into multi-year contracts, with individual project awards potentially requiring Board of Supervisors approval depending on cost thresholds. Consultant responses must remain valid for a minimum of 365 calendar days from the closing date.
Minimum qualifications require respondents to have three years of business operations in California, five years of experience with airport-related projects, and relevant industry certifications such as CISSP, CISM, CCIE, PMP, or RCDD. Respondents must maintain a local project team within Orange County capable of providing core services with availability for emergency response within two hours. The County is seeking 25% Small Business Enterprise (SBE) participation as a participation goal throughout the overall contract term, with Good Faith Effort documentation required if not achieved on individual task orders. Evaluation will be based on 1,000 maximum points across five criteria: qualifications and technical expertise (400 points), key personnel and staffing (175 points), availability to perform services (250 points), SOQ organization and completeness (150 points), and compliance with the County Model Contract (25 points). Respondents submitting exceptions to the County Model Contract will receive zero points for that criterion. Contract awards may be funded through Federal Aviation Administration grants, requiring compliance with Title 2 CFR Part 200, 49 CFR Parts 26 and 23, Davis-Bacon requirements, and civil rights provisions. The County reserves the right to make multiple awards and to negotiate final contracts, including fee schedules, with selected QVL firms.

SECTION 1. INTRODUCTION AND INSTRUCTIONS TO RESPONDENTS
1.1 INTRODUCTION
John Wayne Airport ("JWA" or "Airport") on behalf of the County of Orange (“County”) requires supplemental professional services to meet workload demands and project scheduling commitments in relation to Airport IT Systems Design services ("Services") for various projects and assignments. To supplement existing resources, County intends to issue “Airport IT Systems
Design Services” for use by JWA on an "as-needed" basis that shall not exceed (TBD).
The consultant and their subconsultant(s) (“Contractor” or “A-E”) must be able to respond to a variety of unplanned/emergency conditions occurring on the airfield and throughout airport facilities that could disrupt air carriers, general aviation, and/or essential facilities at JWA. The A-
E providing the Services or working under the task order agreement shall be available on short notice (less than two hours) to respond to unplanned/emergency conditions on the airfield and/or at essential facilities at JWA. Conditions that could impact and/or interrupt air carrier operations or essential facilities are a major concern of the Federal Aviation Administration (FAA) and JWA.
The Airport intends to pre-qualify firms/team to provide Airport IT Systems Design Services and other related professional services for various maintenance and capital projects and assignments.
To satisfy this need and as part of the first step of the solicitation process for Federal Aviation
Administration funded projects and/or tasks, JWA will use the RFQ process to establish a shortlist list of qualified firms (i.e. Qualified Vendor List (QVL)) based on the qualifications and experience presented in the Statement of Qualifications (SOQs) and subsequently award contracts to the highest-ranking qualified firms. The QVL is typically renewed at least once every three to five years to give additional firms an opportunity to participate. The County reserves the right, at its sole discretion, to make multiple awards to Respondents for services requested in this solicitation.
John Wayne Airport does not intend to limit the type of entity that may propose as a Respondent but, as a supplement to the Disadvantaged Business Enterprise program, is seeking a 25% Small
Business Enterprise (SBE) participation goal for the overall contract. The participation is on the total contract basis, and participation is to be demonstrated/reflected on each task order. If participation is not achieved within each task order, then Good Faith Effort (GFE) documentation should be submitted with each task order proposal.
If a firm wishes to participate as a SBE on a JWA project and has not been certified as a DBE or verified as a SBE by one of the certifying agencies of the California Unified Certification Program
(CUCP) within the preceding 12 months, that firm may apply for verification as a SBE by filing an SBE Verification Form and submitting the form along with all required attachments at the time of bid. SBA Certify - Small Business Administration | SBA Certify - Small

Administration throughout the term of the contract. Therefore, the requirements of Title 2 of the

Administration (FAA) Airport Improvement Program and 49 CFR Part 26 and/or Part 23, https://certify.sba.gov/

1.2 PROJECT DESCRIPTION
The A-E will be working with the County/JWA to provide IT systems design services for a variety of airport projects and assignments, including assessments, evaluations, and investigations in conformance to and compliance with all federal, state, local, and airport policies, standards, regulations/codes, and requirements such as the County of Orange technology and cybersecurity standards. The A-E shall provide the necessary experienced and knowledgeable personnel and/or staff with the appropriate equipment and tools, etc. to perform these Services. Certifications that demonstrate the individual(s) skills and knowledge may be required depending on the project and/or assignment, e.g. CISSP (ICS2), CISM (ISACA), CCIE (Cisco), PMP (PMI), RCDD
