About this opportunity

The City of Meriden is requesting bids for professional air duct cleaning services at the Meriden Police Department and Fire Stations 1–6 under ITB B027-09, with electronic bids due September 16, 2026 at 11:00 a.m. via the City eProcurement Portal and a mandatory pre-bid meeting on August 26, 2026 at 9:00 a.m. beginning at the Police Department. The City applies local preference under Code Section 3-14, allowing city-based businesses to accept the award at the lowest bid amount if their bid does not exceed 10 percent of the low bid.

The scope includes pre-service inspection, professional-grade air duct cleaning following NADCA guidelines, cleaning of HVAC components (approximately 34 heat pumps at the Police Department, plus air handling units, rooftop units, furnaces, and mini-split systems across the fire stations), video inspection before and after cleaning, and comprehensive documentation. All services must minimize disruption to police and fire operations. Bids must be submitted as lump sum pricing for each of the seven locations.

The successful bidder must assign a minimum of one Air Systems Cleaning Specialist (ASCS) certified technician, maintain active membership in good standing with a trade association, and obtain necessary permits from the City Building Department and State of Connecticut (state training and education fund fees are not waived; city permit fees are waived). All workmen must be vetted by the Meriden Police Department prior to commencing work. Each bid must be accompanied by a 10 percent bid bond, with bids firm for 90 days from opening. Payment is due not less than 30 days following completion.

Award decisions will prioritize the incumbent contractor, multi-item bidders, Connecticut-based bidders, and coin toss in case of ties. Work is anticipated to commence in fall 2026. Questions are due September 9, 2026 at 4:00 p.m.; contact Susan Martel at 203-630-4115 or smartel@meridenct.gov.
