About this opportunity
The State of Colorado, through Auraria Campus, is conducting a Request for Proposal (RFP) to establish pre-qualified lists of on-call construction service providers and small construction contractors for projects throughout Denver County and Denver City. The procurement seeks to pre-qualify contractors across multiple trade categories including general contracting (large and small projects), historical restoration, plumbing, electrical, mechanical/HVAC, asbestos abatement, landscaping, tree services, welding, concrete, painting, roofing, flooring, security systems, fire alarm and suppression, access control, signage, casework, automatic door and access technology, and related specialized trades. Project values range from $50,000 to $500,000 for general contractors and restoration services, with smaller trades capped at $250,000. Key deliverables include submission of firm, fixed-price documented quotes for individual projects, completed FY27 Personnel Rate Sheets with standardized labor rates for all applicable trade classifications, completed Restoration and Repair Material Price Sheets, certificates of insurance meeting specified requirements, Federal Employer Identification Numbers, proof of bonding capacity up to $500,000 per project, appropriate trade licensing, three project references completed within the last three years, key personnel qualifications documentation, Experience Modification Rates for workers' compensation, and disclosure of any claims or litigation within the past five years. Awards will be made to the lowest responsive and responsible bidder for each project, with Auraria Campus intending to award up to six pre-qualified general contractors for large projects, four for small projects, four for historical restoration, and up to six contractors for each remaining trade category. The RFP was published on March 16, 2026, with optional pre-proposal meetings scheduled for March 24-25, 2026, a question deadline of March 31, 2026, and a proposal submission deadline of April 22, 2026, at 10:00 AM Mountain Time; awards are estimated for May 14, 2026, with the contract term commencing July 1, 2026, through June 30, 2027, and proposals must be submitted electronically through BidNet only.
The procurement does not identify explicit set-aside designations for disadvantaged enterprises, though Auraria Campus has included a voluntary self-certification section within its customized W-9 form inviting vendors to identify as woman-owned, minority-owned, veteran-owned, disabled-owned, LGBTQBE-owned, immigrant-owned, refugee-owned, or worker-owned businesses, as well as SBA certifications including 8(a) status, HUBZone, and small disadvantaged business classifications. No incumbent vendors or current contractors are listed in the RFP documentation. All contractors must comply with mandatory insurance requirements including Workers' Compensation Insurance as mandated by state statute, Commercial General Liability Insurance with minimum limits of $2,000,000 general aggregate and $1,000,000 per occurrence, Business Auto Liability Insurance with $1,000,000 combined single limits, and Professional Liability and Pollution Liability Insurance for abatement contractors, with the State of Colorado and Auraria Higher Education Center named as additional insureds on all applicable policies. Contractors must also comply with the State of Colorado Design/Bid/Build (D/B/B) Agreement General Conditions, including employment of Colorado labor for at least 80 percent of work, adherence to prevailing wage requirements where applicable, submission of performance and labor/material payment bonds within ten days of notice of award, and compliance with all applicable OSHA regulations and the Contractor's Handbook for the Auraria Higher Education Center. Personnel rate sheets and material price sheets must remain firm through June 30, 2027, though rates may be negotiated upon contractor selection and at contract renewal; no specific budget allocation or award value range is identified beyond the per-project value caps of $500,000 for general contractors and $250,000 for specialty trades.
