Construction Insurance Requirements Summary
This is an insurance requirements attachment for the State of Colorado and the Auraria Higher Education Center's on-call service providers and small construction contract (AHEC-27701-R). The document establishes mandatory insurance coverage requirements that all contractors must obtain and maintain throughout the contract term. Required coverages include Workers' Compensation Insurance as mandated by state statute, Commercial General Liability Insurance with minimum limits of $2,000,000 general aggregate and $1,000,000 per occurrence, Business Auto Liability Insurance with $1,000,000 combined single limits, and Professional Liability Insurance for abatement contractors. Additional requirements include Umbrella Liability Insurance for projects exceeding $10,000,000 with $5,000,000 limits, Builder's Risk Insurance covering the full contract value on a replacement cost basis for projects under $1,000,000 unless the State provides coverage, and Pollution Liability Insurance with $1,000,000 limits for contractors performing abatement or environmental hazard work.
The State of Colorado and Auraria Higher Education Center must be named as additional insureds on all applicable policies with coverage extending to ongoing and completed operations. All insurance must be primary and non-contributory to state programs, obtained from carriers satisfactory to the State, and include waiver of subrogation rights in favor of the State. Contractors must provide certificates of insurance within seven business days of contract execution and at least fifteen days prior to policy expiration. Policies must include cancellation provisions requiring forty-five days' notice to the State by certified mail, except for non-payment which requires ten days' notice. Public entities meeting the definition under the Colorado Governmental Immunity Act may maintain self-insurance in lieu of commercial coverage if approved by the State.
