About this opportunity

Birdville Independent School District is requesting competitive sealed proposals for unarmed security guard services across 30 campuses in northeast Tarrant County, Texas, with proposals due October 15, 2026, at 2:00 PM Central Time. Questions are due October 7, 2026, at 4:00 PM Central Time — a very tight window. The estimated annual contract expenditure is $147,784 based on 2025-2026 actual District expenditures.

Proposers must hold a current Texas Department of Public Safety Security Services Contractor License and demonstrate at least five years in business. The scope covers after-hours security patrol services for the Facilities Maintenance Department, Transportation Department, and surrounding District properties in Haltom City, serving more than 22,000 students. Proposers must submit hourly rates for Unarmed Security Patrol Officers, Holiday Coverage Rates, and Overtime Rates, plus a monthly Security Vehicle Fee encompassing fuel, maintenance, insurance, and accessories—or zero out the vehicle line and incorporate those costs into hourly rates. Proposers must provide three business references preferably from school districts or governmental entities, along with W-9 forms, insurance certificates, conflict of interest questionnaires, pre-employment affidavits, and samples of daily activity reports, incident reports, uniform photographs, and patrol vehicle photographs.

The initial contract term runs January 1, 2027, through December 31, 2027, with options for four additional one-year renewal periods upon mutual written consent, not to exceed five years total, plus a potential ninety-day transitional period. Rate adjustments are permitted on anniversary dates if both parties agree; disagreement terminates the contract at period end.

Evaluation weighting is purchase price and fees (40%), reputation and experience (20%), extent to which services meet District needs (30%), quality of services (9%), and impact on historically underutilized business compliance (1%). Contract is anticipated for Board approval November 19, 2026, with execution and service commencement January 1, 2027.
