About this file
This is a Request for Competitive Sealed Proposals (RFCSP) issued by Birdville Independent School District (BISD) in Texas for Unarmed Security Guard Services to protect District facilities, vehicles, equipment, and assets across 30 campuses serving more than 22,000 students in northeast Tarrant County. The District seeks qualified security contractors to provide after-hours security patrol services for the Facilities Maintenance Department, Transportation Department, and surrounding properties located in Haltom City, Texas. The proposal deadline is October 15, 2026, at 2:00 PM Central Time, with a questions deadline of October 7, 2026, at 4:00 PM Central Time. The contract is anticipated for Board approval on November 19, 2026, with contract execution and service commencement on January 1, 2027. The initial contract term runs from January 1, 2027, through December 31, 2027, with options for four additional one-year renewal periods upon mutual written consent, not to exceed five years total, plus a potential ninety-day transitional period if desired by the District.
The estimated annual contract expenditure is $147,784.00 based on actual 2025-2026 District expenditures. Proposers must submit hourly rates for Unarmed Security Patrol Officers, Holiday Coverage Rates, and Overtime Rates, as well as a monthly Security Vehicle Fee that includes all associated costs such as fuel, maintenance, insurance, and accessories. Alternatively, companies may incorporate vehicle costs into the hourly rate and submit $0 for the vehicle fee line item. Rate adjustments are permitted on anniversary dates if agreed upon by both parties; failure to reach agreement results in contract termination at the end of the current period. Proposers must hold a current Texas Department of Public Safety Security Services Contractor License, demonstrate at least five years in business, provide three business references preferably from school districts or governmental entities, and submit required documentation including W-9 forms, insurance certificates, conflict of interest questionnaires, pre-employment affidavits, daily activity report samples, incident report samples, uniform photographs, and patrol vehicle photographs. The evaluation will be weighted on purchase price and fees (40%), reputation and experience (20%), quality of services (9%), extent to which services meet District needs (30%), past relationship with District (0%), impact on historically underutilized business compliance (1%), and other relevant factors (0%).
