About this opportunity
The City of Solana Beach is requesting proposals from qualified developers to redevelop a 1.08-acre municipal property at 635 South Highway 101, Solana Beach, California, to construct 17 very low- or low-income rental dwelling units with a shared parking structure and relocation of City Hall, with proposals due November 1, 2026 at 5:00 p.m.
The scope requires a horizontal mixed-use development at a density up to 20 units per acre, compliant with the City's Housing Element of the General Plan. The project must incorporate zero net energy standards and electric vehicle charging infrastructure. Proposers must include cover letters, development approach descriptions, project experience narratives, preliminary cost and financial proformas, construction schedules, conceptual architectural drawings, qualifications summaries, key personnel resumes, and three references. The site is subject to multiple utility easements granted to San Diego Consolidated Gas and Electric Company, a road easement to the County of San Diego, and deed restrictions imposed by the California Coastal Commission. Zoning allows general commercial use with a maximum height of 35 feet and floor area ratio of 1.2.
The City retains ownership of the property and will provide financial assistance for the City Hall portion of the project. Dwelling units must be managed, operated, and maintained by the proposer or a designated third party in a rental format. Evaluation criteria include the project team's capability and resource commitment, experience on similar affordable housing projects with client references, interview performance, and proposed timeline and budget feasibility. The City may conduct oral interviews with top-ranked proposers and reserves the right to reject any or all proposals and negotiate with alternative teams.
Written inquiries are due August 28, 2026, with written responses provided by September 25, 2026.
