About this opportunity

Galveston County is requesting proposals for aerial adulticide and insecticide application services for county-wide mosquito control under RFP 26-107, with proposals due September 17, 2026 at 2:00 PM CST and a non-mandatory pre-proposal conference on August 26, 2026 at 10:00 AM CST.

Contractors must apply Dibrom insecticide (Naled active ingredient) via FAA Part 137-certified aircraft equipped with either Wingman GX or AG Nav Flight Master Platinum GPS guidance systems. Pilots must hold at least 500 total logged flight hours and 100 hours in aerial mosquito control operations. Contractors must maintain Workers' Compensation Insurance; Commercial General Liability of at least $1 million per occurrence and $2 million aggregate; and Business Automobile Liability of at least $1 million per accident. Availability is required seven days per week between 8:00 AM and 5:00 PM CST with on-site mobilization within 72 hours of the County's request to treat a minimum of 30,000 acres in a single evening.

Pricing is a firm-fixed rate per acre with a 20,000-acre minimum billable threshold per Application Event, defined as treatment within a four-day continuous period. Application Events requiring fewer than 20,000 acres are invoiced at the minimum; additional acres beyond the minimum receive the same per-acre rate. Galveston County will not guarantee a minimum or maximum number of Application Events during the contract term.

The initial contract term is three years with two one-year automatic renewal options, extending the potential total contract period to five years. The County reserves the right to award to a single vendor or multiple vendors. Evaluation is weighted as Cost (30%), Experience (30%), and Ability to Perform (40%). No bid, performance, or payment bond is required. Proposals may be submitted electronically via Bonfire Interactive, by walk-in at 722 Moody Avenue, Fifth Floor, Galveston, or by mail.
