About this opportunity

The West Virginia Department of Administration, Purchasing Division, on behalf of the Division of Natural Resources, is soliciting expressions of interest for architectural and engineering services to design and provide construction administration for shooting range upgrades at Plum Orchard Lake Wildlife Management Area and Kanawha State Forest (both in Fayette and Kanawha Counties), with responses due October 22, 2026 at 1:30 p.m. Eastern Time.

This is a Centralized Expression of Interest (CEOI) selection process under West Virginia Code 5G-1-3 based on qualifications and best value, not price. The evaluation committee will select three most-qualified firms for oral interviews, then rank and commence fee negotiations with the highest-ranked firm. A mandatory pre-bid meeting is required, though the specific date and time are not specified in the solicitation documents.

The scope encompasses design of new shooting range facilities and preparation of comprehensive construction documents for both sites, including civil engineering, specification evaluation, and construction administration services. Responses must include statements of qualifications, performance data, staff credentials, proposed staffing plans, and descriptions of similar past projects with project manager contact information. No pricing is permitted in submissions.

Vendors must maintain professional liability insurance of at least $1 million per occurrence, commercial general liability insurance of $1 million per occurrence, and automobile liability insurance of $500,000 per occurrence. All firms must be properly registered with the West Virginia Purchasing Division and comply with domestic steel product and green building energy standards provisions. All submissions are considered public documents subject to disclosure following bid opening.

Direct inquiries to Joseph E. Hager III, buyer, at (304) 558-2306 or joseph.e.hageriii@wv.gov. Submit responses to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, West Virginia 25305.
