About this opportunity
Parkrose School District No. 3 is requesting Statements of Qualifications for architectural and engineering services for geothermal ground-source heat pump conversions and energy resilience designs at Russell Elementary and Shaver Elementary Schools in Portland, Oregon, with SOQs due August 20, 2026 at 2:00 PM and a mandatory site walk on July 21, 2026. Selection will be qualifications-based under ORS 279C.110 with no pricing submitted in SOQs; compensation will be negotiated with the highest-ranked firm.
The District is funded by the Portland Clean Energy Community Benefits Fund with $8,422,807 in total available grant funding covering design, permitting, construction, and commissioning. A Maximum Allowable Construction Cost ceiling of $7,500,000 applies to the core geothermal scope. The consultant must achieve substantial completion by Summer 2027 and coordinate with a CM/GC contractor, third-party commissioning agent, and District representatives throughout design and construction phases.
Preliminary feasibility studies and thermal conductivity testing have been completed by Interface Engineering and Arrow Drilling, whose reports are provided to all proposers; these firms are not precluded from bidding but receive no evaluation preference. An organizational conflict-of-interest restriction in Addendum 1 prohibits the awarded A&E firm, its principals, and all sub-consultants from bidding on any subsequent construction, procurement, or installation contracts resulting from the designs.
The consultant must maintain Professional Liability/Errors & Omissions insurance of $2,000,000 per claim/$4,000,000 aggregate, Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, and Pollution/Environmental Liability of $1,000,000 per claim. All work must comply with BOLI Prevailing Wage requirements and the PCEF 180% wage floor; consultants must submit a Wage Oversight Memo detailing sub-consultant compliance. Final payment is contingent on PCEF reporting completion and project closeout.
SOQ evaluation weighs specialized firm and key personnel experience (35 points), project approach and design-to-ceiling strategy (25 points), equity and PCEF strategy including DMWESB utilization (20 points), and resilience, commissioning, and CM/GC coordination capabilities (20 points). Questions are due August 4, 2026. Acknowledgment of Addendum 1 must be included with the final submission.
