About this opportunity

Orange County Department of General Services is requesting proposals for architectural and engineering design services for a new K-9 training facility for the Orange County Sheriff's Office at the Orange County Public Safety Campus in Goshen, New York, with proposals due September 10, 2026 at 4:00 p.m. and a mandatory site visit and pre-proposal conference on August 18, 2026 at 10:00 a.m.

Offerors must hold New York State licensure as a professional architect or engineer and demonstrate a minimum of five years' experience in similar projects and documented financial standing. Qualification requirements are strict; the County will evaluate proposals on a 100-point scale weighted toward price (33 points), technical proposal (30 points), qualifications and experience (22 points), and references (15 points). The County reserves the right to conduct interviews or award without interviews.

The scope encompasses design of a main building of approximately 6,000 square feet with offices, classrooms, training rooms, kennels, HVAC, bathrooms, storage, and a two-bay garage; a training pavilion of approximately 2,000 square feet with steel framing and concrete flooring; and site development across approximately 8 acres, including perimeter fencing, parking areas, interior training zones, pole-mounted lighting, and security cameras. Services are divided into two phases: Evaluation, Report, Preliminary Design, and Construction Documents. Pricing must be submitted as a lump-sum fee covering all labor, travel, expenses, and communications; reimbursable costs for authority approvals, postage, and reproductions are charged separately at cost plus applicable percentages. Offerors must provide hourly rate schedules for calendar years 2026 through 2030 for potential additional services and anticipated subconsultant rates.

The contract term is anticipated to expire 90 days after delivery of 100 percent construction documents, with the County retaining an option to extend on the same terms and conditions. Questions are due August 25, 2026 at 3:00 p.m. Submissions must include five unbound sets with one original signed set, qualifications documentation, technical proposals with organizational charts and project timelines, three client references, and required certifications including Non-Collusion, Iran Divestment Act, and Disclosure of Prior Non-Responsibility Determinations forms.
