About this opportunity

New Mexico Department of Transportation is soliciting a sole-source contract to add Intersections and Alternative Design modules to its existing AASHTOware Safety software license, with proposals due August 23, 2026. AASHTO is the sole-source provider; the procurement is posted for the mandatory 30-calendar-day protest period before approval becomes effective.

NMDOT currently maintains licenses for the Segments and Trends modules of AASHTOware Safety and other AASHTOware products. The additional modules will support the Roadway Safety Management Process under the Highway Safety Manual and enable the agency to meet federal performance management and reporting requirements applicable to state departments of transportation. AASHTOware Safety is proprietary software owned exclusively by AASHTO; source code cannot be disclosed to third parties, and AASHTO is the sole authorized entity for software maintenance and support. The sole-source determination was reached after review of available sources through trade publications, industry newsletters, internet research, and direct contact with similar service providers, with finding that no alternative vendor can provide AASHTOware products or services.

The estimated contract value is $525,000 before tax, with an 8.1875% tax rate applicable in Santa Fe (administrative location). The contract term is one year. Written approval from the State Purchasing Agent is required for the sole-source determination to become effective after the 30-day protest window closes.
