About this opportunity
The City of Pasadena Department of Human Resources is requesting proposals for comprehensive Americans with Disabilities Act consulting services, with proposals due October 27, 2026 at 4:00 p.m. and questions due October 13, 2026 at 2:00 p.m. A 5-point preference applies to Pasadena-based businesses and California-certified small or micro-businesses.
Qualified firms and consultants must demonstrate a minimum of five years of current experience providing ADA consulting services to municipal agencies and submit a minimum of three professional references. The scope encompasses Essential Functions Job Analyses, interactive process management for industrial and non-industrial disability matters, Fair Employment and Housing Act/ADA consultation, fitness-for-duty case management, disability compliance policy development and review, program development and implementation, training delivery, and workers' compensation-related ADA/FEHA integration services.
The initial contract term is five years from the date of execution with no optional extension periods. Pricing proposals must detail all costs including professional staff hourly rates, labor, overhead, travel, lodging, and other incidental expenses. The City will evaluate proposals using a weighted competitive selection process: 30 percent for experience and references, 35 percent for proposed solution quality, and 25 percent for cost using a ratio method favoring the lowest bidder. Contracts exceeding $25,000 are subject to the City of Pasadena's Living Wage Ordinance and California minimum wage requirements.
Proposals must be submitted electronically through the City's eProcurement Portal and include completed required forms: Vendor Questionnaire (AA-1), Project Workforce Utilization (AA-2), Equal Employment Opportunity certifications, non-collusion declarations, conflict of interest statements, Taxpayer Protection Amendment disclosures, Unique Entity ID from SAM.gov, designated representatives and key personnel identification, and Disclosure of Lobbying Activities. Federal required certifications under 44 C.F.R. Part 18 apply. A City of Pasadena Business License is required; California Department of Industrial Relations certification and State Department of General Services Small and Micro Business Certification are optional.
