About this file
This is a Federal Required Certification document applicable to the City of Pasadena's ADA Disability Consulting Services contract opportunity in California. The certification addresses lobbying compliance requirements under 44 C.F.R. Part 18 and applies to contractors seeking to provide comprehensive Americans with Disabilities Act (ADA) consulting services to the city's Department of Human Resources. The contract opportunity requires qualified firms or consultants with a minimum of five or more years of current experience in providing ADA consulting services to municipal agencies and the submission of at least three professional references. Specific details regarding response dates, due dates, site visits, bidder meetings, award dates, and contract terms are not addressed in this certification document.
The certification establishes that contractors must confirm no federal appropriated funds have been or will be used to influence federal officials or members of Congress in connection with this contract. Contractors receiving non-federal funds for lobbying purposes must submit Standard Form-LLL disclosures. Failure to comply with certification requirements results in civil penalties ranging from $10,000 to $100,000 per violation. The certification must be included in all subawards at all tiers, and all subrecipients must certify and disclose accordingly. The document requires the signature, printed name, title, and date of the contractor's authorized official, with understanding that provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to all certifications and disclosures submitted.
