About this opportunity

The Minnesota Department of Health is requesting proposals for technical assistance services supporting the Statewide Health Improvement Partnership (SHIP) Active Living in Community setting, with proposals due September 11, 2026 at 5:00 p.m. CDT. Minority-owned, women-owned, veteran-owned, and economically disadvantaged businesses may be eligible for preferences under state procurement rules, though certification is not required to respond.

The scope requires planning, coordination, and facilitation of 8–10 technical assistance calls over a 12-month contract period to support local public health SHIP staff and community partners in implementing active transportation strategies. Deliverables include monthly virtual project management meetings with Minnesota Department of Health staff, facilitation of technical assistance calls on an every-other-month basis, development of call agendas and presentation materials, and provision of call notes and recorded audio/video within specified timeframes. Preferred qualifications include experience with active transportation planning, knowledge of state and national policy frameworks, experience working with communities on equity and rural engagement, familiarity with Minnesota's SHIP program, and demonstrated project management capabilities.

The estimated budget is up to $25,000, with compensation structured as time and materials based on hourly rates. The cost proposal must detail maximum hourly rates for all project participants, including all direct and indirect costs, travel, fees, and equipment. Evaluation is weighted at 40% for qualifications, 30% for approach to project, and 30% for cost. The State reserves the right to shortlist respondents for interviews or to request best and final offers.

The contractor must carry commercial general liability insurance ($2 million per occurrence), professional liability/errors and omissions insurance ($2 million per claim), and network security and privacy liability insurance ($2 million per occurrence). Questions are due September 4, 2026 and should be directed to Ellen Pillsbury, Active Transportation Coordinator. Responses must be submitted through the SWIFT Supplier Portal. No bidders' conference or site visits are specified.
