About this opportunity

The Louisiana Office of State Procurement is requesting bids on behalf of the Louisiana Department of Transportation and Development (DOTD) for two Class 8 tandem axle truck tractors under IFB 3000026614, with bids due September 3, 2026 at 10:00 a.m. CST. A Louisiana-preference provision applies: bidders certifying that products are manufactured, produced, or assembled in Louisiana may qualify for preference if costs do not exceed non-Louisiana products by more than 10 percent.

Bidders must submit responses online through the LaGov vendor portal and hold a valid Louisiana Motor Vehicle Commission dealer's license, with proof required at or within 10 business days after bid opening. All vehicles must be new, current production models meeting state and federal safety and emission standards at order time. The specification calls for Class 8 tandem axle trucks with 53,000 lbs. GVWR, heat-treated alloy steel frames, 14.8L turbocharged diesel engines rated at 500 horsepower and 1,850 lbs.-ft. torque with exhaust brake capability, Allison 4500 RDS or Eaton Fuller Endurant transmissions, dual-line hydraulic systems, Meritor front and rear suspensions, air disc brakes with ABS and dual parking brakes, LED lighting, collision mitigation systems, and a 60-inch green/amber light bar. Manufacturers must maintain at least one authorized dealer in Louisiana for parts, service, and warranty support. White cabs and black chassis per manufacturer standards are required; all fuel systems must support biodiesel compatibility. Complete documentation including certification of origin, owner's manuals, service manuals in hardcopy and PDF, and build sheets must accompany delivery.

Delivery is required to DOTD Equipment Acquisitions at Building 42F, 7686 Tom Drive, Baton Rouge, Louisiana 70806 during business hours (Monday–Thursday 7:00 a.m.–4:00 p.m., Friday 7:00 a.m.–11:00 a.m.) with 48-hour notice. Bid prices must include transportation prepaid to destination, remain firm for a minimum of 30 days for acceptance and throughout the contractual period, and exclude waste tire fees and safety inspection stickers. All applicable taxes must be included; Louisiana is exempt from sales and use taxes. Upon mutual agreement, the contract may extend for two additional 12-month periods at identical prices and terms, with a maximum total term of 36 months. Contact: Raymond McKnight, 225-342-9200, raymond.mcknight2@la.gov. Live video and audio access to the bid opening is available via Zoom at 9:45 a.m. Central Time on September 3.
