About this opportunity

The Alabama Department of Transportation (ALDOT) is requesting bids on HVAC maintenance and minor repair services for its Mobile Area facilities spanning Baldwin, Conecuh, Escambia, and Mobile Counties under ITB 909-690724, with bids due July 20, 2026 and questions due July 14, 2026. Award will be made per county grouping to the lowest responsible bidder; suppliers must be located within 100 miles of the primary ALDOT facility in their respective county.

Bidders must hold certification from the State of Alabama Board of Heating, Air Conditioning and Refrigeration Contractors and provide at least two commercial references demonstrating three years of HVAC experience with similar facilities. The scope covers maintenance and minor repairs—replacing parts, repairing thermostat connections, clearing drain lines, repairing ductwork, replacing belts, and addressing small refrigerant leaks—at area offices, district offices, welcome centers, rest areas, project offices, and the Traffic Management Center. The contract explicitly excludes new unit installation, complete system replacement, major structural modifications, and projects exceeding $15,000.

Bidders will submit percentage discounts through the Alabamabuys supplier portal. Pricing structure includes service call rates (incorporating travel and one hour of labor), hourly labor rates for licensed HVAC mechanics and helpers for regular hours (Monday–Friday, 7:30 a.m. to 4:30 p.m.) and overtime, and a markup percentage for replacement parts. Contractors must maintain minimum liability coverage of $1,000,000 with $500,000 per occurrence and workers' compensation insurance. The contract term is 12 months with options to extend for four additional 12-month periods, each requiring written approval no later than 30 days before expiration. Successful contractors must provide a 24/7 emergency contact number with one-hour response during normal business days and eight a.m. response the following calendar day for after-hours calls, with two-hour response required from initial contact. Upon award, suppliers must submit E-Verify documentation and State of Alabama Vendor Disclosure Statement. Payment is 30 days in arrears following invoice receipt. Price escalation is permitted only when material, labor, or other costs significantly increase and must be justified with documentation; any approved increase cannot exceed industry-specific price index or Consumer Price Index increases during the same period.
