Contractors must hold certification from the State of Alabama Board of Heating, Air Conditioning and Refrigeration Contractors and provide a minimum of two commercial references demonstrating at least three years of HVAC experience with similar facilities.

Bid pricing includes service call rates (incorporating travel and one hour of labor), hourly labor rates for licensed HVAC mechanics and helpers for both regular hours (Monday-Friday, 7:30 a.m. to 4:30 p.m.) and overtime hours, a markup percentage for replacement parts and components, and special freight reimbursement at net contractor cost without markup. Transportation costs are included in the service call bid price, and contractors must invoice in arrears with itemized breakdowns for parts, freight, labor, and travel. Successful contractors must maintain comprehensive general liability and property damage insurance, workers' compensation insurance in compliance with Alabama law, and must provide valid business licenses in each awarded locality. Mandatory response requirements include a 24/7 emergency contact number with one-hour response time during normal business days and eight a.m. response time the following calendar day for after-hours calls, with service requests requiring response within two clock hours of initial contact. The department reserves the right to cancel the contract with thirty days' written notice for cause, including contractor failure to satisfactorily perform responsibilities, misrepresentation, fraudulent acts, budgetary constraints, or facility closure or divestment.
