About this opportunity
Alameda County, California is requesting proposals for on-demand client transportation services to three county agencies—the Department of Children and Family Services, Adult and Aging Services, and the Probation Department—under RFP 902752, with proposals due July 31, 2026 at 2:00 p.m. and a mandatory bidders' conference on July 7, 2026 at 10:00 a.m. Small and Emerging Locally Owned Business (SLEB) preferences apply: certified SLEBs receive up to 10% bid preference (5% local preference plus 5% small/emerging local preference), and non-certified bidders must subcontract with a SLEB for at least 20% of the total bid amount.
Services span weekday (7:00 a.m.–6:00 p.m.), after-hours, weekend, and holiday transportation for program participants including Non-Minor Dependents ages 18–21, adults, and placement providers, with estimated volumes of 6,100 annual weekday rides and 6,000 miles; 150 after-hours rides and 2,000 miles; 100 weekend rides and 2,000 miles; 50 holiday rides and 1,000 miles; and 50 door-to-door around-the-clock rides. All figures are estimates and do not commit the County to minimum purchase volumes. Bidders must demonstrate five years of continuous client transportation experience, possess a real-time transportation tracking and communication platform accessible to the County, and maintain all required permits and licenses. Pricing must be submitted using the County-provided Excel form with no alterations; bids that deviate may be rejected. Bidders must quote unit base fare per ride and unit price per mile for five-seater vehicles across all three years, with pricing remaining fixed and firm for the initial contract term.
The three-year contract carries an optional two-year renewal. Evaluation criteria are completeness and debarment certification (pass/fail), cost (15 points), technical approach (30 points), description of proposed services (25 points), consumer-centric approach (20 points), and references (10 points), with optional vendor interviews during the week of September 14, 2026. Written questions are due July 8, 2026 at 5:00 p.m., with answers issued July 21. Notice of Intent to Award is September 30, 2026, with Board consideration December 8, 2026, and contract start February 1, 2027. Minimum insurance includes Commercial General Liability and Commercial Automobile Liability at $1,000,000 per occurrence and Workers' Compensation at statutory limits with Employers' Liability of $1,000,000 per accident.
