The State of Michigan Department of Technology, Management and Budget is soliciting bids for operation and maintenance of the Harbor Plating Groundwater Treatment System at 653 Valley Drive, Benton Harbor, Michigan, with bids due July 29, 2026 at 2:00 p.m. ET. The scope encompasses pre-operation submittals, routine and non-routine site visits, groundwater discharge sampling and laboratory analysis coordination, remote monitoring, alarm response, procurement and replacement of treatment system consumables (water treatment chemicals, filter bags), waste transportation and disposal, carbon changeout, data tabulation, and reporting. Work must maintain system operation to specified uptime performance requirements and comply with the existing water discharge permit.

The contract consists of two separable periods: 730 calendar days for operation and maintenance from commencement of operation, plus 30 calendar days for final reporting and closeout, totaling 760 calendar days. The bid schedule includes a lump-sum pre-operations submittal, unit-price items for routine site visits (104 each), filtrate/sludge disposal (6 each), pump cleaning (10 each), clarifier cleaning (3 each), chemical delivery (6 each), carbon changeout (2 each), monthly reporting and administration (24 each), and non-routine site visits (12 each), plus a lump-sum operation and maintenance transfer item. The base bid includes a $100,000 O&M allowance and a $140,000 contingency allowance.

Bidders must submit a 5% bid guarantee and performance and payment bonds. Prevailing wage requirements under Michigan Public Act 10 of 2023 apply. State project registration is required for the contractor and all subcontractors. Liquidated damages are assessed at $1,000 per calendar day for failure to achieve substantial completion within contract time. The mandatory pre-bid conference and site tour occurred July 9, 2026; Addendum No. 1 (July 10, 2026) replaced the original drawing set and must be acknowledged in the bid submission. Electronic submissions are required through the SIGMA VSS website. Award will be made to the responsive and responsible best-value bidder.
