About this opportunity
The Michigan Department of Technology, Management & Budget (DTMB), State Facilities Administration, Design and Construction Division, is requesting proposals for professional engineering services to evaluate Hancock Creek Dam in Dickinson County, with proposals due October 15, 2026, and a mandatory pre-proposal meeting on October 1, 2026, at the dam site near Loretto, Michigan.
The scope encompasses Phase 100 (Study) and Phase 500 (Final Design) dam evaluation work, including structural assessment, hydrological analysis, spillway adequacy review, embankment stability evaluation, site investigation, data collection, and preparation of a final evaluation report with professional engineering recommendations. The firm must be licensed to practice in Michigan and demonstrate experience with similar dam evaluation and design projects. Hancock Creek Dam is a 338-foot-long earthen embankment constructed in 1951 with a 12-foot structural height and concrete drop-box spillway serving a 6.9-square-mile drainage area; the 2024 inspection rated the dam in Fair condition with Low hazard potential classification, though recent monitoring has identified depressions, rodent burrows, and concrete cracks requiring attention.
Compensation is structured on a not-to-exceed billable rate basis for professional staff by classification, with reimbursable expenses permitted for printing, reproduction, soil borings, site surveys, and laboratory testing. Travel expenses exceeding 100 miles one-way from the firm's office are reimbursable at State rates; a markup not exceeding 5 percent is allowed on sub-consultant fees and reimbursable expenses. Proposals will be evaluated 80 percent on technical merit and 20 percent on cost by an Ad Hoc Advisory Committee. Written questions are due October 7, 2026, at 2:00 p.m. Eastern Time. Bidders must submit a Certification of Michigan Based Business and a Responsibility Certification. Contract award is expected within thirty days of the proposal deadline. Proposals must be submitted through the State of Michigan Procurement System (SIGMA VSS).
