About this file
This is a Forest Road Closure Checklist form issued by the Michigan Department of Natural Resources (DNR) under authority of PA 451 of 1994 (MCL 324.81101). The form documents the evaluation and closure of a forest road crossing Hancock Creek Dam within the Hancock Creek Flooding State Wildlife Management Area in the Escanaba Unit (Compartment 12090). The closure was initiated externally on November 19, 2025, following a dam safety inspection that identified a deteriorating control structure at Hancock Creek Dam. The forest road, which coincides with a designated snowmobile trail, meets the legal definition of a forest road capable of travel by conventional 2-wheel drive vehicles and is under DNR jurisdiction. The closure affects both vehicular traffic on the forest road and the snowmobile trail crossing the dam.
The checklist assessment indicates that the road closure addresses multiple environmental and safety considerations. The road closure received affirmative determinations across nine evaluation criteria, including non-emergency health and safety protection, improvements to wildlife and non-game species habitat conditions, benefits to conservation areas, prevention of environmental damage to riparian zones and soil conditions, reduction of illegal activities, and protection of unique landforms. The evaluation specifically noted that the deteriorating dam control structure poses a safety risk requiring closure recommendations from EGLE (Michigan Department of Environment, Great Lakes, and Energy). The form requires distribution to the FRD Unit Manager, District Supervisor, Wildlife Division Biologist, Fisheries Division Biologist, Trails Coordinator, Law Division, and Area Supervisors for implementation and coordination.
