About this opportunity

The Michigan Department of Natural Resources/Mackinac State Historic Parks is soliciting bids for day-use restroom renovations at 526 N. Huron Avenue, Mackinaw City, Michigan, under project 751/26365.ABG, with bids due October 14, 2026. A Service Disabled Veteran Owned Business (SDVOB) pricing preference of 10% applies to qualified bidders; SDVOB status requires 51% or greater ownership by one or more veterans with service-connected disability, verified via DD214, VA Rating Decision Letter, or NVBDC certification. The state does not accept federal CVE database listings or SBA VetCert certifications for this preference.

The scope encompasses comprehensive renovation of a single-story masonry restroom building containing four spaces: men's restroom, women's restroom, family restroom, and janitor's closet. Work includes demolition and replacement of interior finishes and fixtures; new plumbing and mechanical systems with Michigan Plumbing Code compliance (minimum 1/4" per foot slope for pipes 2.5" and smaller); window and door replacement with insulation requirements; roof replacement with new shingles and ridge venting; new fluid-applied epoxy flooring and ceramic wall tile on fiber cement backer board; ADA accessibility improvements including grab bars, new concrete ramps and landings, and ADA-compliant fixtures; and new Bradley stainless steel accessories and Bobrick mirrors. The design must comply with 2021 Michigan Building Code, 2021 Michigan Rehabilitation Code for Existing Buildings, and 2021 Michigan Energy Code. Existing ceiling is lath and plaster; testing by Schneider Laboratories Global, Inc. (September 28, 2026) identified cadmium contamination (31.7 mg/kg) in exterior soffit paint samples.

Addendum No. 1 (October 6, 2026) added Section 10 28 00 for toilet, bath, and laundry accessories; revised drawings A101 and A201; and added Site Plan C101. MSHP is responsible for parking-lot snow removal; the contractor is responsible for site-access and work-area snow removal. Bidders must acknowledge receipt of Addendum 1 in their bid package. A mandatory pre-bid walkthrough and pre-bid meeting have already been conducted. Design and construction coordination is overseen by DTMB's Alan Goschka, AIA, Project Director, with U.P. Engineers and Architects, Inc. as the design firm.
