About this opportunity

The Michigan Department of Technology, Management & Budget, State Facilities Administration, Design and Construction Division is requesting proposals for professional design services for the DeTour State Harbor Fuel Tanks project, with proposals due July 30, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-proposal meeting at the site on July 15, 2026 at 2:00 p.m.

The scope spans three phases: Phase 100 (Study), Phase 300 (Schematic Design), and Phase 500 (Final Design) for two aged underground fuel tanks — a 10,000-gallon diesel tank and a 15,000-gallon recreational fuel tank — at DeTour State Harbor in DeTour Village, Michigan. The consultant must assess the existing fuel delivery infrastructure including fuel lines, spill buckets/sumps, fuel pumps, and cathodic protection systems, and recommend replacement with above-ground tanks (15,000-gallon diesel and 10,000-gallon recreational fuel). The scope also encompasses Phase 600 (Construction Administration–Office Services) and Phase 700 (Construction Administration/Field Services) budgeting estimates. All work must comply with applicable federal (EPA, OSHA, DOT), state (DCH, EGLE, DNR, MIOSHA), and local codes, standards, and regulations.

Proposing firms must be licensed to practice in Michigan and submit signed Certification of Michigan Based Business and Responsibility Certification forms. Compensation is on a not-to-exceed billable-rate basis with estimated hours by phase; reimbursable expenses including site assessment costs, topographic surveys, soil borings, and field testing are permitted, with a maximum 5% markup allowed on reimbursable expenses and sub-consultant services. Travel expenses exceeding 100 miles one-way from the firm's office are reimbursed at State of Michigan rates. The state has established a $5,000 allowance for LARA and SESC plan review fees as estimated reimbursable costs for Phase 500.

Evaluation criteria are 80% weighting for the Technical Proposal (Part I) and 20% weighting for the Cost Proposal (Part II). Questions are due July 22, 2026 at 2:00 p.m. Eastern Time. Award recommendation is expected within thirty days of the proposal deadline. Proposals must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS).
