Summary of Project Statement 26332

This is a Project Statement issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, on behalf of the Department of Natural Resources Parks and Recreation Division, soliciting professional engineering services for the DeTour State Harbor Fuel Tanks project located at 600 N. Ontario, DeTour Village, Michigan 49725. The project requires a Professional Services Consultant to conduct assessment, design, and construction administration services for two aged underground fuel tanks (one 10,000-gallon diesel tank and one 15,000-gallon recreational fuel tank) that have reached the extent of their useful lifespan. The scope includes Phase 100 Study, Phase 300 Design services, and Phase 500 Final Design, with estimated budgeting for Phase 600 Construction Administration–Office Services and Phase 700 Construction Administration/Field Services. The consultant must also evaluate associated fuel delivery infrastructure including fuel lines, spill buckets/sumps, fuel pumps, and cathodic protection systems, and recommend replacement with above-ground tanks (15,000-gallon diesel and 10,000-gallon recreational fuel). A mandatory walk-through inspection is scheduled for Wednesday, July 15, 2026, at 2:00 PM Eastern at DeTour State Harbor. Proposals are due Thursday, July 30, 2026, at 2:00 PM Eastern, submitted through SIGMA VSS. Questions must be submitted by email to Michael Lusk (luskm@michigan.gov) no later than 2:00 PM Eastern on Wednesday, July 22, 2026.

The proposal must include a completed PSC Assignment Form (DTMB-0410), detailed labor breakdowns for each phase, comprehensive design schedules, billing rates, travel reimbursements, and a minimum design meeting schedule at kickoff, 30%, 50%, and 90% completion stages. Reimbursable expenses must include site assessment costs (mileage, meals, lodging), topographic surveys, soil borings, and field testing services as deemed necessary by the consultant. The state has established a $5,000 allowance for LARA and SESC plan review fees as estimated reimbursable costs for Phase 500. Proposals must comply with DTMB's Billable Rate Professional Services Contract, the DTMB RFP Billable Rate Form (DTMB-0430), and applicable state policies. All work must be coordinated with the Department of Natural Resources to minimize disruption to the functioning state harbor facility. The project must comply with all applicable federal (EPA, OSHA, DOT), state (DCH, EGLE, DNR, MIOSHA), and local codes, standards, and regulations. The state desires assessment and design completion as soon as reasonably possible.

PROJECT DESCRIPTION/SERVICES REQUESTED:

On behalf of the Michigan Department of Natural Resources (MDNR) Parks and Recreation Division (PRD), the Department of Technology, Management, and Budget (DTMB) is seeking a Professional Services Consultant (PSC) requesting professional engineering services for the assessment of two aged underground fuel tanks that are at the extent of their useful lifespan. Additionally, the fuel lines from the tanks to the docks, spill buckets/sumps, fuel pumps, and cathodic protection shall also be reviewed.

Considering existing configurations and conditions, the PSC shall recommend and design two new fuel tanks and associated fuel delivery equipment.

The existing fuel tanks consist of one underground 10,000-gallon diesel tank, and one underground 15,000-gallon recreational fuel tank. Based on the assessment and recommendation of the PSC, above ground tanks would be considered. The new diesel tank shall be 15,000 gallons, and the recreational fuel tank shall be 10,000 gallons.
