About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration is requesting bids on water management and drainage improvements at Aloha State Park in Cheboygan, Michigan, with bids due July 29, 2026 at 2:00 p.m. ET and a mandatory pre-bid walk-through on July 14, 2026 at 1:00 p.m. ET. Bidders must acknowledge Construction Bid Addendum No. 1 (issued July 17) in the bid submission or face rejection.

The project includes installation of underground stormwater management facilities, site grading, camper pad restoration, and electrical improvements. Scope encompasses 28 open-bottom basins (2 to 3 feet diameter), interconnected piping systems, HDPE infiltration trenches, soil erosion and sediment control, bio-retention and wetland outlet features, concrete sidewalks, and pavement sections. Addendum No. 1 removes Soil Preparation (329113) and Common Work Results for Utilities (330500) from specifications and adds mandatory cleaning and televising of the existing storm drain line (18–24 inches) between structure E3 and the outlet at Mullet Lake; no repair work is included in bids. A mandatory pre-bid conference attendance is required. Video inspection results must be completed early to assess existing conditions and inform design team decisions.

Contract time is 240 calendar days from Notice-to-Proceed with a June 14, 2027 deadline; liquidated damages are $500 per calendar day for delays beyond substantial completion. The base bid includes a $35,000 construction contingency allowance and four alternate bid items for additional storm sewer work and grading restoration. A 5% bid guarantee (certified check, cashier's check, money order, or bid bond) and performance and payment bonds are required for contracts exceeding $50,000. All bidders must certify Qualified Disabled Veteran status and Michigan-based business status if bidding over $100,000. A 10% pricing preference applies to Service Disabled Veteran Owned Businesses under Public Act 91 of 2005. Prevailing wage compliance under 2023 PA 10 and federal Davis-Bacon Act requirements (if applicable) are mandatory. Commercial general liability insurance ($1,000,000 minimum per occurrence), worker's compensation, and builder's risk insurance covering 100% replacement cost value are required. Questions are due July 22, 2026 at 3:00 p.m. ET to Jeff Huhta (jhuhta@nf-engr.com). Bids must be submitted electronically through SIGMA VSS.
