About this opportunity

The Michigan Department of Technology, Management and Budget is soliciting bids on the Petobego Dam Removal project in Acme Township, Grand Traverse County, with bids due August 19, 2026 at 2:00 p.m. Eastern time. A mandatory virtual pre-bid meeting is scheduled for August 10, 2026 at 10:30 a.m. EST via Microsoft Teams, followed by a mandatory on-site meeting on August 11, 2026 at 10:30 a.m. at the project site (11343 US-31, Williamsburg, Michigan). A 10% pricing preference applies to Service Disabled Veteran Owned Businesses (SDVOB) under Michigan's state preference program; bidders claiming SDVOB status must provide proof of service-connected disability and 51% or greater ownership by one or more qualifying veterans.

The scope includes complete demolition and removal of the existing Petobego Dam structure (including sheet pile, control structure, concrete abutments, and all debris), excavation and off-site disposal of accumulated sediment, stream restoration through installation of rock weir structures with pools and riffles, stabilization of access drives and spoil areas via topsoil placement and seeding, abandonment of the existing US-31N access roadway, and one-year post-installation vegetation maintenance. Construction sequencing is strictly defined, with phased dam removal at no more than 0.5 feet impoundment drawdown per day, turbidity control measures, work hours limited to 7:00 a.m. to 7:00 p.m. Monday through Saturday, and mandatory inspector or MDNR representative presence during excavation. A state-certified soil erosion control inspector must approve all SESC measures before construction begins.

The contract runs from Notice-to-Proceed (by October 1, 2026) through final completion and correction period, with substantial completion required by June 15, 2027. Liquidated damages are $500 per calendar day for delays beyond the June 15 date. The Base Bid includes 13 line items covering mobilization (capped at 4%), erosion control, water control, staging areas, stone materials (825 square yards), demolition, excavation, rock structure and pool construction, seeding, and restoration, with a $20,000 contingency allowance. A 5% bid guarantee and performance/payment bonds are required. Michigan-based business certification is mandatory for bids exceeding $100,000. Prevailing wage requirements under the federal Davis-Bacon Act and Michigan state law (2023 PA 10) apply. Questions are due August 13, 2026 at 2:00 p.m. Eastern time to Warren Miller, P.E. at warrenm@spicergroup.com. Addendum No. 1 was issued August 3, 2026; bidders must acknowledge receipt in the Bid Form.
