About this opportunity

The State of Montana Natural Resource Damage Program is requesting bids on the Kohrs Manning Diversion Improvements Project, an IFB for construction services on Cottonwood Creek with bids due August 6, 2026 at 3:00 p.m. MDT, and a mandatory pre-bid conference and site walk-through on July 14, 2026 at 10:00 a.m. Mountain Time at the project site near the pump station building on City of Deer Lodge property.

The scope comprises removal of existing infrastructure and installation of cone screen, intake structure, boom, sluice gate, and pipe. The IFB includes 21 bid items for CFR (Cottonwood Fish Resting) diversion and screen work—mobilization, temporary construction measures, concrete intake structures, gates, riprap installation, and environmental remediation—and 14 bid items for CC (Cottonwood Creek) diversion, feeder ditch, and pipe flume work, including earthwork, brush matrix bank stabilization, metal intake structures, headgates, and steel pipe flume installation. Quantities vary from lump-sum tasks to 5,640 cubic yards of contaminated materials removal and 4,040 cubic yards of alluvium material import and backfill.

Bidders must provide bid security equal to 10 percent of the total eMACS bid items amount in the form of a bid bond, cash, certified check, money order, certificate of deposit, irrevocable letter of credit, or bank draft issued by a federally or state-chartered financial institution. Attendance at the pre-bid conference is mandatory with no exceptions; accommodations for persons with disabilities are available upon request. Prospective bidders must complete the Information Required of Bidders form, acknowledge compliance with Montana's 1 percent gross receipts tax withholding requirement, review all buyer attachments including the Project Manual and Project Drawings, and accept the terms and conditions specified in the Q&A Board. Bidders must register and submit bids through Montana's eMACS system. The primary point of contact is Meranda Flugge at Meranda.Flugge@mt.gov or 406-444-0229; eMACS technical support is available at 406-444-2575.
