About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Military and Veterans Affairs, is requesting proposals for professional design and construction administration services for the Fort Custer CST Armory Renovation at Fort Custer Training Center in Augusta, Michigan, with proposals due August 6, 2026, at 2:00 p.m. Eastern Time.

The scope encompasses Phases 300 through 700: Schematic Design, Preliminary Design, Final Design, Construction Administration Office Services, and Construction Administration Field Services. Work includes design of a supply room addition with vault and office space, remodeled latrines and locker rooms, lactation room, electrical and fire suppression system upgrades, LED lighting conversion, mechanical unit replacement, building control system upgrades, interior office remodeling, new motor vehicle storage building design, and potential parking lot relocation. The Architect-Engineer must comply with National Guard Building Standards (NGB 415-5), Army Regulation 190-11 for physical security, Unified Criteria UFC 4-010-01 for antiterrorism standards, ASHRAE standards, and Michigan Department of Licensing and Regulatory Affairs code requirements. Since the project is 100% federally funded and located on federal property, LARA plan review is not required. The design must achieve construction cost targets within two percent of the $3.9 million maximum construction budget. The A-E must be licensed to practice in Michigan.

A mandatory pre-proposal meeting was held July 29, 2026. An optional pre-proposal site visit is available August 3, 2026, at 10:00 a.m.; interested parties must contact Scott Domanski at domanskis@michigan.com prior to attendance. Questions were due July 31, 2026.

Compensation is structured as a not-to-exceed fee based on billable hourly rates, with a sample base proposal showing $41,735 in professional fees and $10,000 in reimbursable expenses, plus $5,000 in alternates, totaling $56,735. Allowable mark-ups do not exceed 5 percent for sub-consulting and reimbursable expenses. Proposals are evaluated 80 percent technical qualifications and 20 percent cost. Award recommendations are expected within thirty days of the proposal deadline. Proposers must submit Michigan Based Business Certification and Responsibility Certification. RFP Addendum 1, issued July 31, 2026, clarifies that DMVA will provide hazardous materials survey and existing site survey documents in Civil 3D format; the PSC must coordinate storm water design with DMVA Capital Facilities Management Office and include Federal Davis-Bacon wage determinations in construction documents.
