About this file

This is an RFP Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, in coordination with the Department of Military and Veterans Affairs (DMVA) for the Fort Custer CST Armory Improvements project (File Number 511/26414.CAK). The addendum, issued July 31, 2026, clarifies and modifies the original RFP requirements for Professional Services Contractor (PSC) selection. The proposal due date is August 6, 2026. Key scope modifications include that DMVA will provide a hazardous materials survey report for the existing CST Building to the selected PSC, and the PSC must include survey and soil borings as specified in Section F of the Design Guide using an existing site survey document that DMVA will provide in Civil 3D format. The PSC shall submit separate fees for Phase 300, 400, 500, 600, and 700 services for two alternates: complete design of a new motor vehicle storage building (MVSB) and parking lot relocation for the new MVSB, MIL, and POV. An optional pre-proposal site visit is scheduled for Monday, August 3, 2026, at 10:00 a.m., with interested parties required to contact Scott Domanski at domanskis@michigan.com prior to attendance. Sign sheets for on-site and remote attendance at the Pre-Proposal Meeting are provided.

Since the project is 100% Federally funded and located on Federal property, plans and specifications are not required to be submitted to the Michigan Department of Licensing and Regulatory Affairs (LARA) for plan review. The PSC shall coordinate with the DMVA Capital Facilities Management Office (CFMO) for storm water design. Construction documents must include Federal Davis-Bacon wage determinations for when the project is bid. The design scope includes all new finishes for the restroom renovation, and updated proposed site plan and floor plan documents have been provided with this addendum.
