About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB), State Facilities Administration, Design and Construction Division, is requesting proposals for architectural and engineering professional services for the Olympia Readiness Center Addition in Detroit, with proposals due August 6, 2026, and a mandatory pre-proposal meeting on July 16, 2026.

The scope encompasses Phases 300 through 700—Schematic Design, Preliminary Design, Final Design, and Construction Administration office and field services—for a 43,600-square-foot, three-story addition and renovation to the existing National Guard Armory at 3030 McGraw Avenue, Detroit. The addition will expand capacity to serve four National Guard units (currently three) and include unheated vehicle storage with loading dock, conditioned storage, offices, classrooms, training rooms, vault facilities, latrines, showers, fire alarm and suppression systems, parking improvements (234 spaces), force protection modifications, solar array, and stormwater management. The design must comply with Army National Guard Design Guides, Unified Facilities Criteria (UFC), antiterrorism standards (UFC 4-010-01), cybersecurity requirements (UFC 4-010-06), and achieve LEED Silver certification eligibility. Site constraints include zoning height restrictions (35 feet maximum; proposed addition is 42 feet, requiring variance) and anticipated soil contamination from the former Detroit Red Wings Olympic Stadium requiring extensive excavation analysis.

Critical design submission deadlines are December 1, 2026 (30% preliminary design), May 1, 2027 (60%), October 1, 2027 (90%), and February 25, 2028 (100% revised final). Bid documents must be ready by February 25, 2028; construction contract award is anticipated September 2028, with construction completion targeted for October 2030. The state has budgeted $45.334 million for construction. Contract start is September 8, 2026. Compensation is billable hourly rates with estimated hours per phase, reimbursable expenses (printing, soil borings, surveys, testing) marked up not to exceed 5 percent, and travel reimbursable at state rates beyond 100 miles one-way. The contract is not-to-exceed, phased professional services on DTMB billable rate form. Evaluation criteria weight Technical Proposal at 80 percent and Cost Proposal at 20 percent, with award recommendation expected within thirty days of proposal due date. Proposers must submit Certifications of Michigan Based Business and Responsibility Certification forms and provide detailed resumes and work plans. Questions close July 23, 2026, at 2:00 p.m. Eastern Time. Submission is via SIGMA VSS by 2:00 p.m. Eastern on August 6, 2026.
