About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration is requesting bids for the fabrication and installation of two wayfinding signs at Fort Custer Training Center in Augusta, Michigan, with bids due August 12, 2026 at 2:00 p.m. ET and a mandatory pre-bid conference and facility tour on July 29, 2026 at 11:30 a.m. ET. Service-disabled veteran-owned businesses receive a 10% pricing preference under Michigan Public Act 91 of 2005.
The scope comprises two aluminum-and-steel sign structures—a Training Center sign adjacent to I-94 and an Expert Skills sign on the Fort Custer base—each approximately 25 feet wide and 15 feet tall, with multiple aluminum badge panels featuring military insignia mounted on engineered steel frames. Both signs include solar-powered spotlight fixtures for nighttime illumination. The contractor must provide shop drawings for steel components, coordinate with Miss Dig for utility location and potholing, obtain all site-related permits, and complete site clearing, excavation, and restoration. Finishes include Sherwin Williams paint in specified colors with UV-protective graffiti-proof clear coat. Steel must be designed to prevent oil canning and resist wind loads, with aluminum-to-steel gasketing to prevent corrosion. The contractor receives vector files for seals and badges and must provide visibility recommendations based on highway standards.
The contract term is 270 calendar days from Notice-to-Proceed, with liquidated damages of $300 per day for delays beyond substantial completion. Prevailing wage under Michigan PA 10 of 2023 and Davis-Bacon Act requirements apply. A 5% bid guarantee, performance and payment bonds (for contracts exceeding $50,000), and commercial general liability insurance with $1,000,000 per-occurrence limits are required. State project registration and certified payroll reporting are mandatory. Apparent low bidders must submit post-bid documentation within two business days, including experience modification ratings, superintendent resumes, and references for three similar completed projects. Questions are due August 5, 2026 at 5:00 p.m. ET to Todd Ockaskis at Paradigm Design.
