About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division is requesting proposals for architectural and engineering design services for an Equipment Operator Vocational Program at Handlon Correctional Facility in Ionia, Michigan, with proposals due September 17, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-proposal meeting on September 2, 2026 at 1:00 p.m. The solicitation was amended on September 15, 2026 to extend the proposal due date to September 24, 2026.

The scope encompasses schematic design (Phase 300), preliminary design (Phase 400), final design (Phase 500), construction administration office services (Phase 600), and construction administration field services (Phase 700). Design deliverables include topographic surveys, soil borings with ground penetrating radar services, and detailed plans for a three-sided equipment shed (to be constructed by the facility's carpentry program), an open-air operator yard surrounded by concrete barriers, concrete slabs for semi-trailer parking, sidewalks, access roadways, and soil remediation work. The facility will train incarcerated individuals to operate skid steer loaders, compact excavators, and forklifts; exact equipment quantities are to be determined. All work must comply with federal standards administered by EPA, OSHA, and DOT and state regulations including MIOSHA.

The contract is structured on a billable hourly rate and not-to-exceed fee basis. Compensation includes professional staff billing rates, sub-consultant fees with a mark-up capped at 5 percent, and reimbursable expenses for printing, soil borings, surveys, and laboratory testing without mark-up if performed in-house. Travel beyond 100 miles one-way is reimbursable at State of Michigan rates, with mileage calculated as actual miles minus 100 miles each way. The scope includes mandatory costs for ground penetrating radar clearance services and material testing services for soil compaction and concrete testing.

Evaluation follows an 80/20 weighting: 80 percent technical qualifications and 20 percent cost. The prime contractor must hold a Michigan license to practice architecture or engineering. Award is anticipated by October 1, 2026. Questions are due September 9, 2026 at 2:00 p.m. All Corrections Department contractor and vendor representatives attending the walk-through must submit a Vendor/Contractor LEIN Request form five business days prior.
