About this opportunity
The Southern Mississippi Planning and Development District, Inc. (SMPDD) is soliciting proposals for professional services to conduct a comprehensive coastal waterways inventory and dredging needs assessment for Hancock, Harrison, and Jackson Counties, with proposals due September 10, 2026 at 11:00 a.m. CST.
The scope requires a multidisciplinary consultant team to evaluate non-federal coastal navigation waterways, assess maintenance dredging requirements, evaluate submerged aquatic vegetation (SAV) conditions, and develop a geospatial inventory. Primary deliverables include a GIS-based coastal waterways inventory documenting channel depths, sediment accumulation rates, dredging history, and maintenance priorities; a dredging needs assessment identifying critical shoaling areas and maintenance requirements; a comprehensive final report with recommendations; ten-year maintenance dredging permits for all three counties; and authorization for a minimum of three SAV mitigation sites. The selected team must be a multidisciplinary consultant team with a minimum of four firms of substantial contribution, including a prime consultant and multiple subcontractors with demonstrated expertise in hydrographic surveying, GIS, environmental permitting, and SAV assessment.
The project is funded through the Mississippi Department of Marine Resources as GOMESA Project 3000044112 and must comply with 2 CFR 200 requirements and the Build America Buy America Act. Work must be completed within 12 months of contract execution, with all permitting activities completed within 24 months.
Evaluation is weighted 10 points on budget reasonableness relative to scope. Proposals must include a detailed cost breakdown identifying labor rates, travel, per diem, direct and reimbursable expenses, and subconsultant costs. Proposals are limited to 25 typed pages and must be submitted as one original and four copies plus a digital PDF on a USB flash drive to SMPDD's Gulfport office. SMPDD anticipates conducting interviews with selected finalists and reserves the right to negotiate contract terms and contract with multiple proposers at its discretion. Questions are due August 21, 2026 at 5:00 p.m. CST, with responses posted by August 28, 2026.
