About this opportunity
The City of Miami Beach is soliciting bids on the 41st Street Corridor Revitalization Project under ITB 2026-424-DF, with bids due September 28, 2026, and a mandatory site visit on August 31, 2026. The estimated project budget is $15.828 million. Bidders must hold state of Florida General Contractor certification and Miami-Dade County General Contractor or General Engineering Contractor licensing, with demonstrated experience on a minimum of three similar streetscape projects of at least $4 million construction cost within the last ten years, including at least one completed within FDOT right-of-way — a core qualification gate.
The scope encompasses streetscape enhancements on 41st Street between Alton Road and Pine Tree Drive, including irrigation, electrical provisions for lighting and license plate reader infrastructure, landscaping, sidewalk replacement with patterned concrete pavement, street lighting, and artistic canopy structures. Work spans the right-of-way and minor areas outside it to coordinate with existing storefronts. The contractor must self-perform a minimum of 20% of the work and maintain prevailing wage rates under Davis-Bacon. A local workforce participation goal of 30% Miami-Dade County resident labor hours applies, with certified payroll reporting required. Contract time is 720 days for substantial completion and 30 days for final completion. Liquidated damages are $1,500 per day for failure to achieve substantial completion and $600 per day for final completion.
The Lead Project Manager and Superintendent must each possess minimum five years of professional experience with two similar projects. A bid bond of 5% of the total base bid is required. Lump sum pricing is required for the base bid plus permit and indemnification allowances. The contractor is solely responsible for coordinating with concurrent City and utility agency projects to prevent schedule conflicts and must maintain Davis-Bacon wage compliance, Florida Trench Safety Act compliance, and comprehensive insurance including $2 million commercial general liability per occurrence and $5 million umbrella coverage. Written questions are due September 11, 2026, at 5:00 p.m. The mandatory pre-bid conference follows the site visit via Microsoft Teams.
Opportunity text
The 41st Street Corridor Revitalization Projects seeks to enhance the streetscape of 41st Street in the City with a focus on improving pedestrian mobility, safety, and community aesthetics. The scope includes irrigation, electrical provisions for lighting / LPR, landscaping, replacement of the sidewalk with banded concrete pavement, lighting , and artistic canopy structures. The project area encompasses the portion of 41st street, between Alton Road and Pine Tree Drive and a portion of all side roads. The design limits are within the Right-of-Way of 41st street only with some minor work outside of the Right-of Way to harmonize with existing storefronts. The improvements will tie into the existing roadway facilities at each end of the project limits. The Contractor is hereby advised that this project corridor is currently subject to multiple ongoing and planned improvement efforts led by various City departments and utility agencies. As such, the Contractor shall be fully responsible for coordinating all construction activities with these concurrent projects to prevent schedule conflicts, access limitations, or operational disruptions. Failure to coordinate appropriately may result in required adjustments at the Contractors expense. Under no circumstances may construction debris or materials remain within any previously completed segment of the project. The Contractor shall also note that no construction activities are permitted during major holidays or special events unless expressly approved by the City. It shall be the bidders sole responsibility to ensure that the entirety of the scope described in the bid documents is included in their proposal.
