About this opportunity

The Pennsylvania Department of Environmental Protection, Bureau of Office Services, is requesting bids on a 2027 Tracker 1860cc boat with Trailstar Trailer, Mercury Marine 90ELPT engine, and marine mat floor covering for the Southwest Regional Office, with bids due November 9, 2026. Bidders must be located within 150 miles of the DEP Southwest Regional Office in Pittsburgh, Pennsylvania — a geographic constraint that functions as a local-vendor requirement.

The scope is a single complete boat package: a 19-foot 2-inch center console aluminum fishing vessel in Forest Green color with 7-person capacity, livewell system, LED lighting, and marine-grade construction. The boat, engine, and trailer must remain unaltered from manufacturer configuration as supplied by White River Marine Group/Tracker Boats and must include a factory-installed MarineMat kit. Award will be made based on the lowest grand total price across all items; bidders must supply pricing for every line item in the attached IFB list.

Delivery is to 400 Waterfront Drive, Pittsburgh, PA 15222, or pickup at a mutually agreed location within 150 miles of the Southwest Regional Office. All shipping and handling costs must be included in the bid price as Free on Board destination; the bidder assumes responsibility for transport-related damages and expenses. Payment will be made within approximately 30 business days of invoice receipt.

Bidders must complete the Worker Protection and Investment Certification Form (BOP-2201) under Pennsylvania Executive Order 2021-06, certifying compliance with Pennsylvania Unemployment Compensation Law, Workers' Compensation Law, and thirteen specified state labor and safety statutes. Bidders must also comply with Reciprocal Limitations Act disclosure requirements and identify the state or country of manufacture for each item supplied. All bids must be submitted electronically through the Department of General Services eMarketplace website. Technical specification questions should be directed to Allison Vatter at (412) 442-4005; bidding procedure questions should be directed to Angel Mercado at angmercado@pa.gov.
