About this opportunity

The Colorado Department of Natural Resources on behalf of the Division of Colorado Parks and Wildlife (CPW) is requesting information on a Wildlife Health Information Database solution, with responses due September 22, 2026 at 10:00 AM MDT. This is a market-research RFI (PMAA 2027_0008) that will not result in a direct award but will inform a formal RFP anticipated in Spring 2027.

CPW requires a modernized, unified cloud-based database system capable of organizing, storing, and analyzing large volumes of wildlife health data related to disease diagnosis, monitoring, and research across Colorado. The solution must support complex querying, sophisticated analysis, and reporting functions. CPW processes approximately 400 carcasses annually and maintains 10–15 years of historical data totaling approximately 30.5 gigabytes, currently fragmented across spreadsheets, Google Forms, MS Access databases, and shared drives. The vendor must provide a cloud-hosted solution from a Tier-1 provider (AWS, Azure, or Google Cloud) and must be USA-based. All work must comply with Colorado accessibility standards and Web Content Accessibility Guidelines (WCAG) Level AA requirements.

Respondents must provide detailed pricing for initial design, development, testing, and implementation, identifying basic platform components and optional features, plus ongoing annual costs. The anticipated contract structure consists of a one-year initial term with nine one-year renewal options (total potential 10-year engagement). Ongoing support will be provided at a monthly firm-fix price of 50 floating hours per month at a vendor-agreed hourly rate, with unused hours rolling over to a maximum accumulation of 100 hours. Annual cost adjustments will apply based on the lesser of the Consumer Price Index (U.S. Urban Consumers-West Urban area) or five percent. CPW has not established a budget range; CPW anticipates funding in October and project commencement in summer 2027.

Submissions must include a completed submission form, corporate overview, three client references with work samples, detailed project management methodology with implementation timeline by module, proposed team information with bios, organizational capabilities, and comprehensive fee and cost structures. CPW retains ownership of all data and CPW-specific deliverables; vendors retain ownership of pre-existing commercial platforms and reusable components. Initial evaluation is anticipated September 22–October 2, 2026, with top candidate interviews or clarification requests by October 6, 2026.
