About this opportunity

The State of Colorado Department of Natural Resources, on behalf of the Division of Colorado Parks and Wildlife, is issuing a Request for Information (RFI PMAA 2027_0008) for a Wildlife Health Information Database with responses due September 22, 2026 at 10:00 a.m. MDT. This is market research only; no award will result from RFI responses, though the findings will inform a subsequent formal solicitation.

CPW seeks a modernized, unified data management system capable of organizing, storing, and analyzing disease diagnosis, monitoring, and research data for wildlife across Colorado, with complex querying, sophisticated analysis, and reporting capabilities. Respondents must demonstrate past success with government or enterprise-level systems and provide detailed project management methodology with implementation timelines by module, proposed team member qualifications, organizational capabilities, and comprehensive fee structures. All work must comply with Colorado accessibility standards and WCAG Level AA compliance.

Pricing must include hourly and flat-rate fees for the initial design, development, testing, and implementation phase, clearly separating basic platform components from optional components. Following a 31-day post-launch contingency period, CPW anticipates ongoing support at a monthly firm-fixed price of 50 hours per month at a vendor-negotiated hourly rate, with unused hours rolling to the following month for a maximum accumulation of 100 floating hours monthly. Ongoing support covers technical issue resolution, database projects, and feature enhancements. Annual cost adjustments will apply based on the Consumer Price Index for the U.S. Urban Consumers–West Urban area or five percent annually, whichever is less.

Responses must include corporate overview, three client references with work samples, project management methodology, proposed team information, and organizational capabilities documentation. Submissions are due by email to Emily Laincz at emily.laincz@state.co.us or through the Colorado Vendor Self Service System. Amendment #3 advanced the evaluation start date to September 22–October 2, 2026, with top candidate interviews anticipated October 6, 2026. All submitted materials become property of the State of Colorado and are confidential until after a subsequent award or the state determines not to proceed.
