About this opportunity
The State of Colorado Department of Natural Resources, on behalf of the Division of Colorado Parks and Wildlife, is requesting information on design, development, and implementation of a comprehensive Wildlife Health Information Database under RFI PMAA 2027_0008, with responses due September 15, 2026. This is market research only; no award will result from the RFI, but responses will inform a subsequent competitive solicitation.
The database must be a modernized, unified data management system capable of organizing, storing, and querying large volumes of wildlife health data — including disease diagnosis, monitoring, and research information — across Colorado with sophisticated analysis and reporting functionality. All submissions must comply with Colorado accessibility standards and WCAG Level AA requirements.
Responses must include corporate overview; three relevant client references with work samples; detailed project management methodology with implementation timelines by module; proposed team member information with titles and bios; organizational capabilities and experience with government enterprise systems and wildlife health databases; and complete fee structures. Pricing must itemize the initial design, development, testing, and implementation phase, distinguishing basic platform components from optional elements, and clearly delineate development, testing, resource, and maintenance fees as hourly or flat-rate amounts.
CPW anticipates a 31-day contingency period post-launch followed by ongoing monthly support at 50 hours per month at rates to be agreed upon, with unused hours rolling monthly up to 100 accumulated float hours. Annual cost adjustments will reflect the U.S. Urban Consumers West Urban area Consumer Price Index or five percent, whichever is less.
Written questions were due August 18, 2026 at 10:00 a.m. MDT; answers posted by September 3, 2026. Responses are due September 15, 2026 at 10:00 a.m. MDT via email or Colorado Vendor Self Service. Initial evaluation is scheduled September 15–25, 2026, with top candidate interviews and clarification requests anticipated September 29, 2026. Contact: Emily Laincz at emily.laincz@state.co.us.
