About this opportunity

The State of Colorado, Department of Natural Resources, Division of Colorado Parks and Wildlife (CPW), is soliciting responses to a Request for Information (RFI) on a wildlife health information database system with responses due September 8, 2026 at 10:00 AM MDT. This is market research only and will not result in an award from RFI responses; CPW will use market findings to inform a subsequent competitive solicitation.

CPW requires a modernized, unified data management system capable of organizing, storing, and analyzing large volumes of wildlife health data related to disease diagnosis, monitoring, and research across Colorado. The system must support complex querying, sophisticated analysis, and reporting functionalities. All work must comply with Colorado accessibility standards and WCAG Level AA requirements.

Respondents must submit proposals via email or the Colorado Vendor Self Service System including corporate overview, three relevant client references with work samples, detailed project management methodology with implementation timelines by module, proposed team member qualifications, organizational capabilities in government systems development and wildlife health database design, and complete fee structures. Pricing must detail hourly or flat-rate fees for development, testing, resource hours, and maintenance, with optional component identification. CPW anticipates a 31-day post-launch contingency period followed by ongoing support at approximately 50 hours per month at an agreed hourly rate, with unused hours rolling over to a maximum accumulation of 100 hours monthly. Annual cost increases will apply based on the U.S. Urban Consumers West Urban area Consumer Price Index or five percent, whichever is less.

Written questions are due August 18, 2026 at 10:00 AM MDT, with answers posted by August 27. The evaluation period is expected between September 8–18, 2026, with top candidate interviews and clarification requests anticipated for September 22. All responses become state property subject to Colorado Open Records Act provisions. Respondents may request confidential treatment for proprietary information through formal procedures. The state will not reimburse respondent costs incurred prior to contract execution.
