About this opportunity
The State of Colorado, Department of Natural Resources, on behalf of the Division of Colorado Parks and Wildlife (CPW), is issuing a Request for Information for a Wildlife Health Information Database solution, with responses due September 8, 2026. This is market research only; no award will result directly from this RFI.
CPW seeks a modernized, unified data management system capable of organizing, storing, and analyzing large volumes of wildlife health data related to disease diagnosis, monitoring, and research across Colorado. The system must support complex querying, sophisticated analysis, and reporting functionalities. Accessibility compliance with WCAG Level AA standards and all applicable Colorado technology requirements is mandatory for any subsequent solicitation resulting from this RFI.
Respondents must submit a completed submission form, corporate overview, three relevant client references with work samples, detailed project management methodology and timeline by module, proposed team composition with titles and backgrounds, organizational capabilities, and comprehensive fee and cost structures. Pricing must include detailed costs for the initial design, development, testing, and implementation phase, with basic platform components and optional features clearly identified separately. Respondents must provide hourly or flat rates for development, testing, analyst and developer hours, and maintenance changes. CPW anticipates a 31-day contingency period post-launch followed by ongoing support of 50 floating hours per month at an agreed-upon hourly rate, with unused hours rolling to subsequent months up to a 100-hour maximum accumulation and a total monthly cap of 100 hours. Annual cost increases will reflect the Consumer Price Index for the U.S. Urban West region or five percent, whichever is less.
Questions are due August 18, 2026 at 10:00 a.m. MDT. Initial response evaluation is expected between September 8–18, 2026, with top candidate interviews scheduled for September 22, 2026. Responses must be submitted via email or the Colorado Vendor Self Service System. All responses become state property subject to the Colorado Open Records Act, and the State reserves the right to review submissions for use by other state entities.
