About this opportunity

The Alabama Department of Public Health is requesting proposals for janitorial service and floor care at the Chambers County Health Department facility, with proposals due September 22, 2026 and a mandatory site visit on September 15, 2026 at 11:00 a.m. EST.

Scope includes daily cleaning of offices, conference rooms, restrooms, lobbies, entranceways, corridors, patios, and stairways; emptying wastebaskets; vacuuming carpets; dust and damp mopping; cleaning and disinfecting drinking fountains; maintaining breakroom areas; clearing parking lots and debris; replenishing paper products; and securing the facility at end of shift. Twice-weekly, monthly, and semi-annual/quarterly cleaning tasks are also specified. The contractor must provide a detailed list of cleaning products and equipment, maintain a current employee roster for ADPH review, assign a supervisor at each location, and prohibit all subcontracting. The contractor must document the mandatory site visit with a signature and date from the facility manager or person in charge and complete daily sign-in/out sheets and cleaning checklists. ADPH furnishes paper towels, toilet tissue, hand soap, trash can liners, and sanitary napkin containers; the contractor replenishes items in dispensers and trash cans. The contractor assumes responsibility for costs related to lost or stolen keys and necessary rekeying. Deficient cleaning that creates emergency safety issues or hazardous conditions must be corrected within one to two hours; failure to comply results in ADPH securing alternative services at the contractor's expense, and continued deficiencies may result in contract cancellation.

The contract is capped at $25,000 total cost and may be renewed annually, not to exceed five years total. Suppliers must register in Alabama Buys and submit responses electronically. Suppliers employing personnel in Alabama must provide E-Verify enrollment documentation within five calendar days of notification. Price escalation requests may be approved if material, labor, or other costs increase significantly, provided documented justification and subject to a maximum 5% annual increase.
