About this file
This is a janitorial service specification document issued by the Alabama Department of Public Health (ADPH) for cleaning services at the Chambers County Health Department facilities. The specification outlines comprehensive daily, twice-weekly, monthly, and semi-annual/quarterly cleaning requirements across multiple building areas including offices, conference rooms, restrooms, lobbies, entranceways, corridors, patios, and stairways. Daily duties encompass emptying wastebaskets, vacuuming carpets, dust and damp mopping floors, cleaning and disinfecting drinking fountains, maintaining breakroom areas, clearing parking lots and debris, replenishing paper products, and securing the facility at end of shift. A mandatory site visit is scheduled for September 15, 2026, at 11:00 AM EST to allow bidders to conduct thorough facility inspections before submitting proposals. The contract requires contractors to document their on-site inspection with a signature and date from the facility manager, supervisor, or person in charge to verify understanding of building conditions and cleaning requirements.
The specification mandates that contractors provide a detailed list of cleaning products and equipment, maintain a current employee roster with contact information for ADPH review, assign a supervisor at each location, and prohibit all subcontracting. ADPH will furnish paper towels, toilet tissue, hand soap, trash can liners, and sanitary napkin liner containers, with the contractor responsible for replacing these items in dispensers and trash cans. The contractor must complete daily sign-in/out sheets and cleaning checklists, maintain security protocols including locking doors and activating security systems, and assume responsibility for costs related to lost or stolen keys and necessary rekeying. Should deficient cleaning create emergency safety issues or hazardous conditions, ADPH will contact the contractor to correct problems within one to two hours; failure to comply results in ADPH securing alternative services at the contractor's expense. Continued deficiencies may result in contract cancellation per the RFB document terms and conditions.
