About this opportunity

Fayette County, Georgia, in conjunction with the City of Fayetteville, is requesting qualifications for engineering and design services on the Sandy Creek Road Multi-Use Path Project, with Statements of Qualifications due September 30, 2026 and questions due September 14, 2026. All consultant teams must hold Georgia Department of Transportation prequalification in specified area classes, with the prime consultant required to hold prequalification in at least half of the required classes including Two-Lane or Multi-lane Rural Roadway Design, Two-Lane or Multi-lane Urban Roadway Design, and Facilities for Bicycles and Pedestrians — a capability filter that significantly narrows the bidder pool.

The scope encompasses comprehensive engineering and design services for approximately 1.3 miles of multi-use path along Sandy Creek Road, extending from the intersection of Sandy Creek Road, Trustin Lake Drive, Sams Drive, and Eastin Road to the intersection of Sandy Creek Road and Veterans Parkway (GDOT PI 0021593). Services include concept reports, environmental documents, preliminary and final plans, right-of-way acquisition, geotechnical services, construction services, and project management. All work must comply with current GDOT Plan Development Process standards, environmental procedures, and design specifications.

The contract will be awarded as a single multi-phase, project-specific engagement with contract amount to be determined through negotiations. The term extends through successful completion of the preliminary engineering phase, with potential extension for construction engineering and inspection activities. Pricing will be negotiated following selection and may be structured as lump sum, cost-plus fixed fee, cost per unit of work, or specific rate of compensation.

The selection process consists of two phases: Phase I evaluates qualifications and resources (with finalist notification on a timeline to be determined), and Phase II requests technical approaches and past performance from shortlisted firms. Respondents must provide notarized certification forms, Georgia Security and Immigration Compliance Act affidavits, and demonstrate compliance with audit and accounting system requirements, appropriate insurance coverage, and absence of suspension, debarment, or significant disputes exceeding $500,000 in the preceding five years. Contact Sherry White at swhite@fayettecountyga.gov with questions.
