About this opportunity

The City of Salem, Massachusetts Department of Planning and Community Development is requesting proposals for Housing Program Inspector services under RFP 27-08-PLAN, with sealed proposals due August 4, 2026 at 11:00 a.m. Section 3 Business Concerns meeting HUD criteria receive preference.

The scope covers Housing Quality Standards inspections for housing rehabilitation projects, including lead-abatement work, under the city's Housing Rehabilitation Loan Program. Primary deliverables include initial inspections and compliance reports identifying violations of Massachusetts Sanitary and Building Code and applicable federal regulations, work write-ups and cost estimates, contractor walk-throughs, periodic inspections, and final inspections. The city estimates 6–10 units annually with multiple projects potentially concurrent. Inspections are scheduled Monday through Saturday with Monday–Friday communications during regular business hours.

Minimum qualifications require three years of combined experience in housing inspection or construction trade within the last five years, and current Massachusetts licensure as a Home Inspector, Home Improvement Contractor, Building Code Enforcement Official, or equivalent.

The total contract value is $45,000 annually, budgeted at $15,000 per year, with pricing structured as a fixed-fee schedule covering eight primary tasks: initial inspection and report, work write-up, contractor walk-throughs, periodic inspections, change orders, final inspections, hourly rates for other approved tasks, and optional insurance reimbursement up to $2,000. All prices are fixed with no increase during the contract period. The contract commences upon Notice to Proceed and terminates one year thereafter, with an option to renew for up to two additional years in one-year increments. Award is anticipated within forty-five days of the proposal due date, subject to Mayor approval. Funding comes through Community Development Block Grant and Home Investment Partnership funds administered by the North Shore HOME Consortium, with potential participation in MassHousing's Get the Lead Out program. Proposals must submit one original and three copies with separately sealed price and non-price sections including certifications of non-collusion, tax compliance, and professional liability insurance.
