About this opportunity
The City of Salem, Massachusetts is requesting bids for on-call plumbing repair and maintenance services under IFB 27-04-DPS, with bids due August 6, 2026 at 11:00 a.m. The City anticipates awarding multiple contracts to up to three lowest responsive and responsible bidders and reserves the right to employ other contractors for jobs below the bidding threshold or to bid larger projects separately.
Scope includes fixture repairs, leak repairs, faucet repairs, freeze-ups, drain work, natural gas piping repairs, and hot water and steam system maintenance for various municipal departments and schools on an as-needed basis. Minimum qualifications are Massachusetts plumbing licensure, three professional references, and minimum five years of plumbing industry experience. Contractors must be able to respond to regular service calls within three hours and emergency calls within one hour and must carry comprehensive general liability insurance ($500,000/$1,000,000), automobile insurance, and workers' compensation insurance. Prevailing wage requirements apply; the Commonwealth of Massachusetts has established mandatory wage rates by occupational classification and union affiliation, with PLUMBERS & GASFITTERS LOCAL 12 base wage plus fringe currently at $108.57 per hour (effective March 2, 2026) and scheduled to increase to $125.77 by March 4, 2030. Contractors must submit weekly payroll reports and maintain records for three years. Jobs with labor costs between $25,000 and $50,000 require a 50% payment bond; projects exceeding $50,000 will be bid separately.
Pricing is based on hourly labor rates for normal business hours (Monday–Friday, 7:00 a.m.–5:00 p.m.) and after-hours work (evenings, weekends, and holidays), plus materials markup. The City estimates approximately $100,000 in total contract services over the one-year term, though this is not guaranteed. The contract term runs September 1, 2026 through August 31, 2027, with options to renew for up to two additional one-year periods at the City's discretion.
